The same determinative is used for the tribal Libyans. Petrie identified it as Israel the day he found it, but Spiegelberg did the official translation for him in ‘Six Temples at Thebes’. Breasted did another in ‘Ancient Records’ also calling it Israel. And lots more since. This is one time you can use Wikipedia as it has a really good summary of the argument.
